When I turned it on, the meter would work when I just partly depress the shutter release button. Then when I press it all the way, the meter leds would just turn off and nothing would happen. The problem turned out a dried out capacitor. To get to it you need to take off the bottom plate and replace it (some soldering required). Here is a picture I found of an X700 with the bottom plate removed.
