Electric power has nothing to do with film advance, only the shutter. What you are experiencing with the advance is normal operation - the lever winds once, the shutter will not fire due to the electrical problem, and then the lever won't move because the shutter is already cocked. the half-way position is the 'ready' position of the lever at the start of the throw.

Can't help you with the electrical diagnosis though, sorry.
