I have an 80mm f1.9 that is behaving exactly as you describe. Other lenses focus fine. That mirror stop is spring loaded to absorb the shock of the mirror lowering, (the loose spring you show}. I don't think it's adjustable, but if the spring is not replaced properly the mirror stop would be too low. This is something you can repair yourself, with patience.
