The problem is not the self-timer, it's the sticky shutter blades. If you clean the blades, then the self-timer will commence like magic.

I've had the same problem with Canonets and other cameras. It appears that, when shutters fail to trip, people (including me) activate the self-timer to see if it will unstick the shutter, but because the shutter is stuck, the self-timer won't start it's journey.
