Does the wind lever just basically flop around according to gravity, or is there still a light spring pressure which returns it to position?

If the former, the problem is probably at the top.

If the latter, the problem is probably at the bottom of the camera. The bottom is easy to remove, and the shutter wind mechanism is down there.
