No, it probably means that the arm where the roller (the one under the one that the film goes underneath) sits on, does not trigger the countermechanism. It is adjustable and can be reached from the side. Which sounds easy but is not, you have to take the lever and the side panel off.
as an afterthought,
The counter resets when the back is closed after you have wound the counter forward over the knurled wheel? If you have a Rolleicord or Rolleiflex T back on a Rolleiflex the countermechanism also does not work if I remember correctly.
