On a Leica IIIa, the takeup spool is removed by pulling straight up on the spool after removing the bottom. It is just the friction between the spool and the rewind shaft that causes it to turn and undoubtedly giving a problem of removal.The bottom end of the spool on my IIIa is knurled affording some grip when you pull it out. Could it be possible that someone has inserted it upside down? You will have to look and decide. There may be a bit of corrosion inside the spool making removal stubborn, and I would try using a pair of needle nose pliars, first "rocking" the spool sideways and up and down. and gently pulling up or out on the spool.
