The slow speed escapement is driven by the tension on the second curtain in this model(and others). If the spring tension is too low, the slow speeds will hang until the shutter button is released. The tension adjusters are at the bottom of the camera, with the second curtain adjuster being toward the front of the camera. That is the most likely cause, and the most likely cause of low curtain tension is old lubrication.
