Henry: it is possible to build a simple and almost inexpensive power supply that can go down as low as 1,25V at a maximum current of up to 5 A (with a suitable heat sink)using an IC manufactured by National Semiconductor, the LM 338 K. The schematics can be found in the website of NS and it would cost about USD 60 / 80 including stepdown transformer and a suitable cabinet. Just take a look at www.nsc.com where the data sheet of the IC can be found. A technician would charge something to the parts cost for assembly of the parts and give also some kind of warranty.
