The vendor lists Pliobond 20 as a thermosetting adhesive requiring heat. This is NOT what you want. The Pliobond that you need is a contact bond adhesive based on polychloroprene and a resin in a solvent solution requiring no heat. Maybe the vendor also has the contact bond type.
