If I understand you correctly, and assuming the camera is in auto, a battery is installed, there is enough light to move the needle to a range away from under-/overexposure, yes, it is.
The S3 is, like its sister cameras or clones (Minolta/ Vivitar/ Prinz/ Revue/ etc), a differently constructed gadget, hence the difference in function.
