There is beneath the top-plate on the film advance lever end of the camera a small spring the tail of which may have been displaced by some former intrusive plumber. Actually - it is very easy to accidentally knock out of place when servicing the camera with the top-plate removed. The spring tensions a small lever which interfaces with the slow speed escapement which is mounted nearby. If you don't already know what to do in order to remove the top-plate you would be well advised to pass the camera to someone who does - otherwise you will surely wreck the shutter-dial face and the film advance lever hub-cap disc. If the camera is anything like decent - then pay the small amount which a techie would require to do the job.
