I have an SRT201 whose meter never reads high, even in very dark conditions (meter needle stays centered in the viewfinder but will move down under well lit conditions). I have compared this to another SRT and under low light the needle should move up in the viewfinder.

I have tried bypassing both of the CdS cells and the behavior of the needle is the same. I have tested the resistor in the circuit and it is fine. I have cleaned all contacts and checked that the meter needle is not physically impeded from moving. I have tried adjusting the variable resistor. I have done a search, but have not been able to come up with anything helpful.
Any ideas? Correct me if I am wrong, but does this sound like there is not enough resistance in the circuit? What could cause this?
