I have two mint condition (cosmetically) bodies that both have malfunctioning shutters. Are there any experts out there on this camera, in Eastern Europe perhaps? I did have one body repaired by a so-called Exacta expert in Canada (at great cost) but it only worked for two weeks. Its symptoms now are that it will wind and fire but the mirror stays up. I have to dismount the lens and press the little buttom at the bottom of the lens mount to make the mirror come down. If this is not done, the shutter will continue to wind but will not fire.

I am no expert, but it may help to know that the RTL1000 is very similar to a Praktica L-series camera. It's closest to the VLC series (as it has the interchageable finders), but all models (LLC, PLC, LTL, MTL, VLC, etc) have much the same shutter and mirror mechanism.

Your problem sounds to be in the mirror mechanism rather than the shutter. These cameras are fairly modular, in that once you've removed the top and bottom covers, you can take apart the frame counter (see my message about this in an MTL3 thread), then, with the shutter _wound_ if possible, remove the timer/control assembly (3 screws IIRC), take off the leatherette at the front, then remove 4 screws and separate the front casting (with mirror box and linkages) from the main body (with shutter and widing mechanism).
