Camera very clean and all seems to function normally BUT,the shutter is locked and will not release-either with the body release or at the shutter arm. The frame counter is at 20,so it isn't that problem. Film loaded or not,same problem. Any ideas welcome.

Sounds like the problem is entirely within the shutter, not in the body. Maybe time for a shutter overhaul.
