Might also inquire with the Praktica Users Group (PUG). I once had a similar model apart with a jammed advance lever. I first tried to make sure the vertical metal shutter was latching (completing its cycle). Occasionally, old gooey foam can jam the shutter blades. Cleaning with naphtha may help solve that problem but as I recall, the one I took apart had broken winding gear teeth in the top end, maybe a pot metal or brittle plastic gear(?). The gear definitely was not robust enough to handle a forceful winding action. I ended up parting that camera out since very nice fully functional ones were showing up on eBay for $50 or less.

Take off the lens and looking into the front-- on the upper left side,nearest the back there is a squarish metal tab---

try to move it--it's probably hung up---- you may have to apply a little pressure to the winder while you do this---
