This camera has a jammed shuttle and film advance. I have tried to release it under the bottom of the camera and by rotating the film gear inside the camera. The batteries and case are adequate and clean, but I don't know if batteries are involved with the shutter.
The shutter is completely mechanical on TL-Electro and TL Super. On TL-Electro X it is electronic but still fires (at default speed) without batteries if I remember correctly.
You also want to make sure the shutter curtains have completed their full travel. Sometimes it takes a little gentle & very careful prodding. If curtain did not travel far enough it can create a jam. If that turns out to be the problem, your camera probably needs a proper CLA + shutter test or at least some tensioning of the shutter as a temporary / stop gap fix.
