I think just your Windows Picture viewer will work. Here is a link with more information then you could ever want to know about .tiff.

You can use Microsoft office document immaging.

This app can usually be found under start/programs/microsoft office/microsoft office tools

A .tiff image is ready to be recognized by any OCR software.

if you go to the us patent office website (USPTO.gov), they have links to downloads of some good tiff reader software... the patent images are in tiff format

You can also get the very nice freeware file viewer "Irfanview," which will open just about anything, run slide shows, resize, and also convert the files to other formats.
