First determine if the camera is in a wound or released condition. Sometimes older cameras do not quite finish the release cycle- and the last step is releasing the wind-lock. If the camera has been fired, but the second curtain did not quite finish it's travel with enough force, the wind lock will still be on and the camera will not wind. Grasp the curtain lightly and attempt to pull it slightly toward the wind side of the camera. If it moves a few millimeters, and you see the metal end of the curtain, it released. If not, it is wound and there is a different problem.
