Now problem with shutter speeed dial. Shutter releases the 1/125s at dial settings 250-1000, and Bulb at dial settings 125-B. What's wrong?

Sounds like a major power-related issue, but a bit more background info would be useful. Has it ever worked properly? If so, did this problem arise suddenly during use or did it appear after dismantling and reassembly?
