Send it back for repair. You have a guarantee from the repair shop that they fix it correctly.

How have you tested the shutter operation? If you've just fired the shutter release with the film back opened then the shutter curtains probably won't open (well, this is what the N2000 and N2020 do). If you haven't done so, fire off a few frames with the film back closed (so that the frame counter is, at least, at the '1' position) then fire the shutter (at a fairly slow speed) whilst looking into the lens mount; hopefully you will see the film pressure plate when the shutter curtains open.

Try to get the repair shop to make good, but you should also know that the N4004 can be had very cheaply, and you might do better just to get another. KEH.com has them (warranteed) in various condition grades up to excellent for $19.00! You could upgrade to an "excellent" 8008 for under 50.
