I have a Voigtlander Inos with a Skopar lens. There is what I believe to be some lens fungus between the elements of the front lens group. Is there any way of getting those apart?

Of course.

Get a set of good quality tiny precision screwdrivers. Back the set-screws out around the lens. DO NOT take them all the way out, because a) it is not necessary, and b) it's very hard to get them back in.

Then remove the front element. Remove the other elements. The rear elements have to come out the back. You will need a lens spanner for those.

A tip for the screws around the lens ring.
If there are three screws, I only ever loosen one of them. That way the ring will still be centered the way it was, when you put it back on.

The whole front part just unscrews. It apparently consistes of two lenses in a brass barrel and there is something between them that needs to be cleaned out. There is a ring surrounding the lens, but the inside of the lens barrel is not threaded and it looks like it might be press fitted or maybe glued in.

I've got an old Zeiss camera that uses a split ring to hold the second element in. Took a dental pick to work the ring out of the barrel.
