Hi all,
does anybody sell, or is anyone capable of making, a filter thread step-up ring with 27mm at the lens end and 29.5mm at the filter end?

Amy, I know how you feel. I did see a 27-35mm step ring tonight. Might I ask what camera the 27mm is for? There are 27mm filters out there, unless you are looking to save money and use your Retina filters on a Contina. Ever think of maybe getting a Series adapter?
