Shutter dial works fine but film speed dial won't budge! It lifts but will not change speed. Help please!

This is caused by either impact damage to the shutter dial or, most likely, a cleaning is needed to the assembly. Once removed, the shutter dial/film speed dial can be disassembled and cleaned.
