Hi!
I just purchased a fine looking Yashica Minister 700. (Just like a Minister D, but with a 1.7-lens) It seems to work as it should. Aparture is ok and the speeds over 1/30s seems to be accurate. But, to my problem. When I set the speed to 1/30s or lower, the shutter locks open, and I have to advance the lever to force it to close again.
B-mode works fine. Anyone had a similar problem before?

Yep, slow speed escapement needs cleaning (a quick search in the archives/ the net will direct you towards the steps to be taken).
