I have a Canon TL where the shutter remains open and mirror remains up after shutter release. Have tested at different shutter speeds. They both return when the film advance is actuated.

Something is preventing the second curtain latch from releasing. The solution may be as simple as CLA of the shutter, but sometimes the mirror mechanism needs looking at too.
