I found a Rolleiflex 2.8e with a zeiss lens in a pawn shop today. I am wondering do these cameras need film in them for the shutter to work. I wind the film advance, and press the shutter release and it clicks but the shutter does not fire. Does it have to have film in it to work, or does it need a costly tune up. I still feel they want top dollar for it at $800, with a few accessories. But you just dont see to many rollieflexes around, but if it needs a costly repair I will just pass on this one.

Could just be stuck from non use. But $800 for a pawn shop camera is way too much. They most likely didn't loan anymore than $50 on it.

Rollei Need film Or something inserted between pressure rollers to make counter work

It sounds like the shutter blades are "glued" together by old grease so it needs a shutter cleaning at least. Could be $200. to $300. depending who you go to.

I saw a guy buy one same model last year for $800. and working and thought he overpaid.

In answer to the question, no it doesn't need a film to make the shutter work. Turn the film advance lever clockwise, then turn it anticlockwise until it stops. The shutter is then cocked and should fire when you press the button.
It's not the end of the world if it doesn't fire, but 800 dollars would certainly be too expensive. Having said that, I think the 2.8E is the best Rolleiflex available. It has the advantage over the more expensive 2.8F that it's far easier to repair because it doesn't have that fiddly differential gear for the meter coupling, so a shutter service is a far more simple job.
Beat them down to a sensible price and buy it if it looks good.
I have three 2.8Es and only one 2.8F, so perhaps I'm biased. Or just crazy.

This a magnificent camera and if I could wrap my grubby little hands around one I would be delirious. If the $800 is a sticking point, talk to him. Endlessly. Point out it does not seem to work. (You do have to crank it and then pull back a bit so maybe it does work.) You don't see Tucker Torpedo cars every day and they are worth upwards of $800,000 each.
