I just bought an Electro 35 GS in a good condition at ebay. After replacing the little rubberpad the light meter seems to work, but the lightmeter seems to be always on. when i poit the camer into the sun with f/1.7 the red overexposure lamp is "on" even without touching the release button.

Is this situation normal or did i make a mistake during the process of reassambling?

The manual isn't very clear on this subject but does the film wind crank turn on the meter? If you take a picture is the meter on before you wind the film? I don't have battery for mine currently or I would try it .

The meter should only turn on when you depress the shutter button.
