I am facing the front of the camera. A lever exists that operates from about the 2 to5 o'clock positions. The lever on this camera is at the 5 o'clock position and seems to be under tension. What is the function of this lever and how do I get it to release? It does not appear to interfere with shutter operation.

On a Kodamatic, that lever tensions the self-timer. On the Flash Kodamatic it tensions the bulb flash delay. It's the same mechanism in both with just a difference in the escapement to get different amounts of delay. The lever should get released when you trip the shutter. Possibly the lever (acutally a ring) has been damaged or come out of position.

The shutter and winder on the 35RF is essentially the same as 35. This might help:
