The meter needle always stops at the stopped-down metering mark - even if exposed to direct sunlight or while checking the battery. Any idea what the problem might be? I already exchanged the eye-level finder - problem persists...

Sounds like a mechanical obstruction. Maybe a loose screw or chunk of loose metal stuck to the galvanometer.

Is the galvanometer located in the eye-level view finder or in the camera body? Is there a chance for me to open one or the other to check?
I thought the whole meter and needle is located in the viewfinder...

Having never owned (or even worked on) a Canon F1 I can only guess it is in the removable prism housing. But I can direct you to a repair manual. Click on http://www.canonfd.com/f1repair/f1repair.pdf
