Who can tell me how to dismount the lever arm of a Leiac M4-P in order to replace the top plate?

You have to unscrew the ring around the shutter release button. This, of course, is hard and smooth and has nothing on it to get a grip on. There is a special tool made for the purpose, which you can buy at micro-tools (of course, being for a Leica, it isn't real cheap).

Sometimes you can get lucky and unscrew this ring using a rubber pad or a piece of double-faced foam adhesive glued to the end of a dowel.... this is the way I've managed to do it so far.

Does it turn clockwise or the other side ?

Unscrews counter clockwise. These shutter release guards are quite often very tight. I have had luck with a piece of inner tire tube, which has a very good grip. Just press down very hard and turn at the same time. Make sure the shutter is released and not cocked half way. If cocked half way, the shutter release is blocked, thus preventing you to press down on the ring.

Whatever you do, do not use pliers. The ring will mark as it is made out of brass.
