It is a Vivitar 28mm 1:2 WIDE ANGLE-AUTO, s/n 22xxxxxxx, with 55m filter thread. Lens aperture ring does turn but the iris won't reponse. It looks like a mechanical failure, not the usual oily aperture blades.

Anyone know how to fix this problem?

I also noticed the front lens rotates when focused. Is this normal?

Why does it not look like the usual oily aperture blades? From your description, that's exactly what it sounds like.
