It's a simple match needle meter.

Tried fresh batteries, no go.

If the battery compartment were on the bottom plate, I'd take it off to look inside for a broken wire or something simple like that. But the battery compartment is on the back of the top. Harder to get inside.

Whatever the source of the problem you will have to remove the top-plate anyway. It is possible there is a broken or badly corroded connected at the battery terminals. It is also possible that the metering cell has died. The cell is mounted above the eyepiece and is easy to replace - if you have a good cell as cannibalised from a junker model.
