I can't find much info online for this camera, but it appears to be very similar to the Agfa Super Silette.

There is a lever on the focusing ring, but the ring doesn't move. Thus I can't focus. There are no marks to indicate it was dropped.

Does anyone know how to dissassemble the focus ring and get it to turn?

It's the same camera as the Agfa Super Silette. Most likely you have dried lubricant in the focus. This is common on these cameras. Look at Roland Given's article on the apotar lens.

Although he talks about Agfa folding cameras, the basic procedure is the same for the Silette.
