I bought a Yashica Electro 35 GSN and ecently I observed that the shutter leaves are not fully open (beyond the widest aperture opening at 1.7)during exposure.Is it normal?.Someone please answer.

This is not normal, and it seems as if the shutter blades are gummed up a bit. You should remove the front lens cell and clean the shutter blades. See the repair article 'Canonet blade cleaning' for details.
