Is it possible to tweak the Canonet meter so I can shoot ASA 3200 in auto mode? Recalibrate the electronics so when it's set to 800 it's really setting for 3200? Can it be done linerally through the scale?

As you might know you can turn the galvanometer in its mount - this is the way the final adjustment is done. If you turn it such that it indicates 2 steps over when set to 800ASA it should give correct values for 3200ASA. It may happen that the needle does not return to the lowest aperture value since usually the travel of the needle is limited mechanically inside the galvanometer.
